Will Dutton's work on Social tranformation in the information society situates UNESCO policy on the knowledge society within a complex and interlinked mesh of public policy, social change, economics - an "ecology of games" with a range of actors and agencies of various levels of influence.
UNESCO is but one player in the game, with its own agenda - as set out in "Towards knowledge societies". The potential direction of information society development will be shaped by the strength of the hand that each player holds. I'm currently exploring critical theory as a prism through which to analyse the game....
